Kinda makes sense that Bavaria wouldn't want to be German, if you think about it. He raised Austria (who raised Switzerland and Liechtenstein), so it'd make perfect sense that he's more comfortable with his "kids" than his little brother. As for Prussia.... Prussia is Prussia. Considering Bavaria raised Austria, it's possible Austria got his prissiness from Bavaria, which as I understand it is pretty much what Prussia and Austria fight about the most, so it makes sense Bavaria wouldn't get along with Prussia.
